TPD Responds to the State Attorney’s Decision

In response to the State Attorney’s decision,  interim Tallahassee Police Chief Tom Coe provided the following statement. Below  the statement is a link to TPD’s records from this case.

“I’d like to thank the State Attorney’s  Office and specifically Willie Meggs for taking on this case and working with  the Tallahassee Police Department and its investigators to bring this case to a  close.

“The police reports that we can now release,  because the case is closed, contain details of our investigation and facts of  the case. Those reports document that our department took the case seriously,  processed evidence and conducted an investigation based on information  available at that time. The reports also show that, while the victim was  unwilling to move forward with charges at that time, all evidence was preserved  in the event she was willing to move forward at a later date.

“We take seriously the obligation to respond  to any individual who wants to report a crime, regardless of who they are  accusing. We also have an obligation to the accused to investigate to see if a  crime actually occurred. That is our job. Likewise, we respect the authority of  the State Attorney’s Office to not only look at the evidence, but also conduct  its own investigations, and support the decision the State Attorney has made in  this case.

“We have hired a new chief that will lead  this department starting next month and will continue to address ways to  enhance police services in our community. At the same time, I strongly believe  that the overall trust in our department from the Tallahassee community is  high. We are committed to making any changes necessary to maintain that trust.”

TPD Reminds Everyone Of Holiday Safety Tips

Your safety is of the utmost importance to the Tallahassee Police Department.  During the holiday season, crime tends to increase.  The Tallahassee Police Department offers the following safety tips to assist you in having a safer and happier holiday season.

HOLIDAY SHOPPING

  • Go shopping with a friend.  There is safety in numbers.
  • Avoid carrying large amounts of cash. Pay for purchases with a check, credit card, or debit card, when possible.
  • When arriving at your intended destination, where do you park?  Your vehicle should be parked in a location that is highly visible, close to an entrance, and in an area that will remain well lit after dark.
  • When leaving your vehicle, always make sure it is completely secured.
  • When approaching your vehicle, check the area for people that seem to be loitering.  If someone or something does not seem right or is suspicious, do not go to your vehicle.  If you are at a mall, contact Mall Security as they can escort you to your vehicle. In an area that may not have security, return to the business and request they contact law enforcement to check the area.
  • If you return to your vehicle to place packages inside, place them in the trunk.  If this is not possible, place them on the floorboard and cover them.  There may be someone watching and waiting for you to leave your vehicle.  Ideally, the best recommendation is to move your vehicle to a new location.  It should appear that you are leaving the area.
  • Never leave property inside the passenger compartment of your vehicle that is visible to people walking by.  If it catches your eye, it will catch a potential burglar’s eye, too!
  • Purses should be held close to the center of your body.  Purses hanging down by your side become an attractive target.  A fanny pack could be used instead of a purse.
  • Have your keys ready before you get to your vehicle.  Fumbling for your keys while standing at your vehicle could give a potential criminal just enough time to make you a victim.
  • As you approach your vehicle look under it.  Once at your vehicle, check inside.  You are checking for someone inside or the possibility that your vehicle has been tampered with during your absence.  This process takes only a couple of seconds.

LEAVING HOME

  • While you are shopping, it is important to make sure your home is properly secured.  There has been a significant increase in residential and auto burglaries involving “no force” because they were left unlocked.
  • Garage doors should be closed and locked
  • Always make sure all exterior doors and windows are properly closed and locked when you leave.  Most burglaries are a crime of opportunity! An unlocked or opened door or window can easily provide the opportunity.
  • For all day trips, make sure interior lights are on timers.  This serves two functions.  First, it will appear someone is home.  Second, you will come home to a house that is not completely dark.  Exterior lighting can usually be equipped with a photocell that will activate exterior lighting automatically.

RETURNING HOME

  • Upon entering your vehicle lock all doors.  This increases the strength of the door during a crash and prevents unwanted passengers from entering while you are stopped.
  • As you arrive home, check for strangers or strange vehicles loitering near or around your residence.
  • If you feel you are being followed, DO NOT GO HOME!  Go to a well-lighted, populated area and call the police.
  • Never exit your vehicle until you feel safe.  If you feel the area is not secure, leave the area and contact police.
  • Have your house/apartment key in hand and ready before exiting your vehicle.
  • Do not enter your home if a door is ajar or a window is broken, immediately contact the police.

PARTY RESPONSIBLY

  • Designate a responsible, non-drinking person to drive and safely escort partygoers home after the celebration.
  • If you’ve had too much to drink, don’t drive.  Call a taxi, a friend or family member or stay where you are until you are sober.

DON’T LET YOUR FRIENDS DRIVE DRUNK!!

  • If hosting a party, only allow those guests who are of legal age to consume alcoholic beverages.  No one under 21 years of age should be in possession of an alcoholic beverage.
  • Keep guests to a manageable number and end the party at a reasonable hour.

Tallahassee O Editorial Opinion | FSU Quarterback Jameis Winston Deserved The Heisman Trophy!

The Opinion of The Tallahassee O is that FSU Quarterback Jameis Winston was definitely the best player this year for the Heisman Trophy out of all selected in the vote.

He was never charged with any crime so he certainly wasn’t found guilty.  In America, he is innocent until proven guilty meaning that he deserved the Heisman Trophy for his plays on the playing field.

On the other hand, we definitely had some good ol’ boy morons involved in the investigation or lack of investigation for the rape allegation case.  This certainly involved Detective Scott Angulo of the Tallahassee Police Department as the lead officer that did some really slop-cop police work.  He’s had several complaints to us from various citizens so it’s certainly our opinion that he’s a dirty and dishonest police officer.  Then you have State Attorney Willie Meggs which is part of the good ol’ boy network.  The “alleged victim” in the case didn’t seem very credible from reports that were made.  It’s unlikely that any jury would have found Winston guilty even if he was.  Tallahassee Police Detective Scott Angulo did such a sorry job in the investigation while protecting Winston from any reasonable investigation as a named suspect.  We think it was definitely a cover-up because of Detective Angulo’s bias and connections to FSU as a prior student and Seminole Booster that was paid to work the games while moonlighting for FSU.

There were so many problems with taking the case to trial because the Tallahassee Police Department with Scott Angulo and The State Attorney’s Office Of Willie Meggs definitely dropped the ball.  There really was not much of any investigation and the case certainly wasn’t researched well at all.

We may never know if FSU Quarterback Jameis Winston is really guilty or not but he wasn’t charged and he deserved the Heisman Trophy!  A suspect doesn’t have a requirement to defend his actions with the burden on the state.  The State Of Florida with the Office Of Willie Meggs didn’t prove anything and it certainly doesn’t help when you have a corrupt and dirty cop in The Tallahassee Police Department like Scott Angulo working the Special Victims Unit with such a problematic past of being a screw-up while being named in lawsuits and complaints for his action by various citizens.

Four Tallahassee police officers suspended in Christina West arrest

TALLAHASSEE, Fla. (WTXL) – It was the arrest of a suspected drunk driver that made headlines across the country and Monday we learned several Tallahassee Police officers have been suspended.

Dash cam video shows the August 10, 2013 arrest of Christina West. She was accused of drunk driving, losing control of her van, and then crashing into a bedroom in a home in the Killearn neighborhood.

Officers had faced scrutiny for their handling of West during the arrest. During her arrest, police say she slipped out of her handcuffs and dash cam video shows officers eventually slamming her onto ground.West sustained a broken orbital bone along with scrapes and bruises to her body.

On November 12, a Leon County grand jury ruled officer’s did nothing to warrant criminal charges, however the grand jury is asked the Tallahassee Police Department to follow it’s own procedures, specifically requiring the police to use the least amount of force as necessary. They also recommended the officers to be retrained in communication skills and also better assess the size of the person and be able to identify the most appropriate way to restrain them.

Monday, Tallahassee Police Department’s Internal Affairs Division released their 420 page investigation report which includes disciplinary action for four members of the department.

The report concluded the following:

Officer Chris Ormerod was found to be in violation of rules of conduct during the arrest of Ms. West, failing to provide appropriate medical aid to Ms. West and improper documentation in his original report. He received a suspension without pay for 80 hours.

Officer Matthew Smidt was found to be in violation of rules of conduct during the arrest of Ms. West and for failing to provide appropriate medical aid to Ms. West. He received a suspension without pay for 40 hours.

Sergeant George Creamer was found to be in violation of standard operating procedure in this case, as he did not question the officers in his charge about Ms. West’s injuries. He was also reprimanded for not providing medical treatment to Ms. West. He received a suspension without pay for 20 hours.

Sergeant William Faust was found to be in violation of standard operating procedure in this case, as he did not question officers who were on scene about Ms. West’s injuries. He was also reprimanded for not providing medical treatment to Ms. West and for failing to correct missing information in Officer Ormerod’s original report. He received a suspension without pay for 20 hours.

“This report provides a very thorough and detailed accounting of what took place during the arrest of Ms. West, with almost 30 individuals interviewed and all of the facts provided,” said Interim Police Chief Tom Coe. “Based on initial findings and this report, we have already made and will continue to make changes in our training, as well as ensuring our officers understand that their words and actions represent our entire department. Even in stressful situations, we must demonstrate quality and professionalism in every action. The suspensions I have implemented address that issue as well as several policy revisions related to prompt medical assistance and report writing.”

The City of Tallahassee today released the Tallahassee Police Department’s 420 page internal affairs investigation report involving the arrest of Ms. Christina West on August 10, 2013.  The report found that officers complied with policies and training as they relate to the appropriate use of force while it also mirrors many of the recommendations of the Leon County Grand Jury Presentment.  Recommendations related to officer conduct, the need to seek medical attention prior to transporting Ms. West to the Leon County Jail, and the need for more detailed writing in the police report.  As a result of the investigation, the officers and supervisors involved were suspended without pay from two days to two weeks.

The report concluded the following:

Tallahassee, FL – City Commissioner Scott Maddox was happy that something came out of the Grand Jury decision regarding Christina West.

Maddox was outspoken about the incident when video of West being forced into the ground by two officers began to make its way around town, and eventually the country.

“It’s obvious over this incident and the Rachel Hoffman incident that changes had to come to that department. But we’ve got a lot of outstanding good men and women that work in that department and put their lives on the line on a daily basis for us and I’m confident that they’ll make the changes that are necessary,” said Maddox via phone from Seattle, WA.

The Grand Jury made recommendations to the Tallahassee Police Department including one that states they should follow their own policies more closely.

Tallahassee, FL – State attorney Willie Meggs handed Judge Jackie Fulford a presentment decided by 17 jurors regarding the D.U.I. arrest of Christina West. Dashcam video from this past summer showed West being forced to the ground by Tallahassee Police Department officers. She wound up with multiple injuries.

The eight page document read “Your Grand Jurors conclude that the Officers escalated this encounter when they had the opportunity to deescalate as required.” It went on to say that “procedures and policies should be more than words on a paper.”

“if you’re gonna have them, you should follow them, or just don’t have them,” said Meggs when asked about whether or not he agreed with the Grand Jury’s policy recommendations.

“Obviously, if you’ve seen the policies, there are policies in there about rendering aid to a person who’s injured, that didn’t happen. That policy needs to be adhered to and followed.”

There were four recommendations made in all. They included T.P.D. following their own policies, retraining and contuinually educating officers, preserving original police reports, and installing a procedure with the Chief of Police that enables him to assure the public that police reports are factual and in-line with videos.

Fred Conrad, the attorney for Christina West, wasn’t completely satisfied.

“What we have here is not an indictment of the officers but we have an indictment of the tallahassee police department. It’s a long time coming. There’s been two presenments in the last two or three years this is the third one. Hopefully it will wake them up,” said Conrad.

“I have yet to see the city or the officers stand up and pay for their mistakes, when that happens, we’ll be satisfied.”

The City of Tallahassee today received the presentment from the Leon County Grand Jury regarding how Tallahassee Police Officers responded to an August 10, 2013, traffic crash and subsequent DUI arrest of Christine West.  The presentment includes recommendations related to adherence to policies, training, and additional emphasis on report writing.

“We take the incident very seriously regarding the arrest and injury of Ms. West,” said Acting Police Chief Tom Coe, appointed after the retirement of the former chief in September 2013. “We are changing our training to better handle situations when an individual resists arrest with greater focus on ways to deescalate the potential for conflict. We have also changed our internal reporting requirements to ensure any incident with injuries is quickly elevated to a higher level and I have personally met with nearly every officer to help reinforce our commitment to protecting and serving the citizens who live in our community.

We respect the role of the State Attorney in this process and will seriously review all the recommendations of the Grand Jury,” Coe added.  “We have a commitment to this community and believe that this type of review can help bring about improvements and an even higher level of service to our citizens.”

The city’s Internal Investigation is expected to be completed in the next week, and includes interviews with nearly 30 individuals.

Two Tallahassee Police officers accused of excessive force during a DUI arrest will not face any criminal charges.

A grand jury deliberated for five hours before issuing a presentment in the Christina West case.

Grand jurors concluded that the officers involved “escalated this encounter when they had the opportunity to deescalate as required” and found that the sergeants on scene “failed to intervene.”

The grand jury further said, “We find the sarcastic comments and lack of professionalism by the arresting Officers, after Ms. West was injured, was disconcerting. In addition, one of the Officers led the jail staff to believe that West’s injuries were caused in the car crash. We reject the proposition that all of her injuries were sustained as a result of the crash. We find that West was injured during TPD’s take-down procedure while arresting her.”

The presentment demands more training for officers in their use of force and encourages the chief to compare officers’ written incident to video tapes when they exist.

We are talking with State Attorney Willie Meggs and are trying to reach West’s attorney and interim Police Chief Tom Coe for comment.

A Leon County grand jury is continuing its review of officers’ use of force in the arrest of Christina West.

Interim Police Chief Tom Coe is now testifying behind closed doors and a bailiff standing guard outside carried in a just-delivered folder full of documents from TPD.

TPD Spokesman Dave Northway says the folder contained the personnel files of both officers involved as well as one of the sergeants on scene that night.


Tallahassee, FL – Following in his father’s footsteps, his dad was there as Officer Chris Ormerod was sworn in as a Tallahassee Police Officer in 2008.

“It feels very good.” Ormerod said at that time. “It’s been a long six months in the academy, we worked hard to get here,” he said.

Five years later, Ormerod and Officer Matt Smidt are now facing a TPD internal affairs and grand jury investigation following the August arrest of Christina West.

It left her with a broken cheek bone and a bruised and bloodied face.

The first time Ormerod was the subject of a TPD internal affairs or IA investigation was less than a year after he joined the force.

In June, 2009, Eyewitness News reported Ormerod was placed on paid leave after he used a taser on a 15 year old boy he says was jaywalking in front of his car.

According to TPD records, Ormerod was told to write a detailed report because the family was going to file a complaint.

Instead, records show Ormerod made mistakes on his report including writing the wrong date.

However, TPD’s IA investigation ultimately cleared Ormerod of any wrongdoing.

“Kind of goes to show you how effective IA is or at least was,” said Fred Conrad, Christina West’s attorney.

TPD records also show Ormerod was involved in 5 preventable at fault crashes in four years.

The first one was after just five months on the force.

In December 2008, Ormerod turned left into oncoming traffic and was struck by a vehicle.

He received an oral reprimand.

Less than 9 months later in August, 2009, Ormerod drove his vehicle over a median.

According to TPD records, Ormerod drove the vehicle for several days with a broken hood latch and also failed to tell his sargent about the crash for several days, giving no explanation why.

Records also show just hours before the crash, Ormerod’s probationary status with the department was extended for failing to meet requirements.

Ormerod received a written reprimand for the crash.

About a year and a half later in March, 2011, Ormerod was involved in two crashes on the same day.

He was suspended 20 hours and given 10 hours remedial driving training.

Then finally in August, 2012, Ormerod crashed his TPD cruiser into a railroad crossing gate, ripping it off the signal.

He was suspended 40 hours and given mandatory counseling and vision assessment.

Officer Smidt has only one oral reprimand in his file.

This past August, he neglected to put his car in park when he chased a suspect on foot and it rolled back into a shopping cart.

The officers attorneys, TPD and the Police Benevolent Association all declined comment.

West’s lawyer, Fred Conrad, called the suspensions “a slap on the wrist.”

“As a citizen I’m disgusted that my police department would look at 500 pounds of police officer slamming a 120-pound housewife’s face into the pavement … and conclude that that was OK,” Conrad said.

“If their goal was to reassure the community that they were capable and competent enough to police their own, they fell far short of the mark.”

City Manager Anita Favors Thompson will be joined by other City and local officials on Monday, Dec. 30, for the official swearing-in ceremony of Michael DeLeo as the Chief of the Tallahassee Police Department. The ceremony will take place at 2 p.m. in the City Commission Chambers on the second floor of City Hall, which is located at 300 S. Adams Street. The public is welcome to attend.

Prior to his appointment as the Chief of the Tallahassee Police Department, DeLeo worked in law enforcement for 19 years with the Plantation Police Department in Plantation, Fla. There, DeLeo served as Deputy Chief in charge of day-to-day operations of a department with 325 employees and a $36 million budget. DeLeo has demonstrated a commitment to professionalism through graduation from the FBI National Academy, obtaining a law degree and helping lead a progressive police department.

DeLeo earned a Bachelor of Arts in History from the University of Florida, a Master of Science in Public Management from St. Thomas University and a Juris Doctor from Nova Southeastern University. Additionally, he has served as an adjunct faculty member since 2005 at Broward College facilitating classes for both general college and Police Academy students.

As Chief of the Tallahassee Police Department, DeLeo will direct a staff of 423 employees and maintain responsibility for a budget of $48 million.

The woman who accused Florida State’s Jameis Winston of raping her plans to file civil suits against Winston, the Tallahassee Police Department and possibly Florida State.

“I want heads to roll,” the woman’s attorney, Pat Carroll, told ABC News. “Absolutely you’re going to see a civil suit. You can not have law enforcement that is not held accountable.”

Carroll claims that the Tallahassee Police Department was negligent in the way it handled the case, which ultimately led prosecutors to drop the case.

The complaint against Winston were originally filed on Dec. 7, 2012 but an investigation was ended a few months afterward. The case then became active again in November after news of them became public. Florida’s state attorney Willie Meggs conducted another investigation before deciding not to file any charges against Winston in December.

According to Carroll, Winston’s accuser left school last semester and has been warned by Florida State not to return to protect her safety.

TO:       HONORABLE JAMES HANKINSON  2ND JUDICIAL CIRCUIT

On 17 December, 2012  this Honorable Court issued an ORDER DISMISSING the above cited case Without Prejudice.  The Court ruled based on testimony of two Court appointed Psychologist who stated the Defendant was not competent to proceed.  The nature of the Defendant’s competent condition was not revealed in the Public Record, therefore the Tallahassee Police Department, that initiated this case in April, 2012, was not privy to the nature of the Defendant’s illness which was cause for dismissal.  [ Note: Defendant suffers from incurable Progressive Supra Nuclear Palsy ]

Despite this Honorable Court’s Decree ordering   all Defendant’s seized property to be returned immediately,  The Tallahassee Police Department, namely the Supervising Officer in this matter,  Investigator, Scott Angulo  refused to do so.   On 15 January, 2014,  the appointed representative of the Defendant, a Co-Founder COPWATCH TALLAHASSEE, appeared at the TPD Property Division with this Court’s Order, to retrieve the twenty (20) items seized by TPD.

TPD has refused to release the Hold  in a direct  violation of this Court’s Direct Order , stating (1) clarification was needed from the State’s Attorney,  then, the following day, stating  (2) the State’s Attorney “intended” to file a Motion for Clarification with this Court.   No time frame was mentioned.

We seek that this Court meet with the State’s Attorney and summon the TPD General Counsel to explain why TPD is not in Criminal Contempt, and  Defendant’s seized property ordered released by this Court 17 December, 2013 is still in TPD possession.

Members Of The Florida ACLU For The Tallahassee Chapter Are Currently Requesting Public Records For The New Year From The Tallahassee Police Department.

According To A Public Request By A Local Member, The Tallahassee Legal Advisor Rick Courtemanche  (Rick.Courtemanche@Talgov.com) Stated Upon Request That “No Tallahassee Police Officers Were Fired Or Arrested During 2013″.  There Were No Records Found In The Department For The Parameters Of The Request.

Many people find this interesting among the local citizens, attorneys and news media….With A Department Of 350+ Officers/Employees….Not One Officer Was Arrested Or Even Fired From The Department Last Year!  This is while several of the same names of corrupt and dirty cops keep coming up in complaints, lawsuits and media stories.  Several Dirty Cops Are still working in the department.  Numerous Scandals have existed in recent years with the Rachel Hoffman killing, Going Out Of Police Jurisdiction For A Burglary And The Latest With The Christina West Beating.  In Fact, All Three Of Those Instances Involved The Grand Jury With The Focus Of The Matter Being The Negligence And Incompetence Of Our Local Police Department.

Don’t you think that at least 1% of the Department for 3 or 4 Officers Should Have At Least Been Fired Or Arrested To Clean Up This Department That Has Been A Lightning Rod For Scandals In Recent Years For Public Corruption And Cover-ups?  It Seems Like The Tallahassee Blue Wall Does Exist Because Not One Officer Was Fired Or Arrested In The Department Last Year!  Hopefully, The New Police Chief Michael DeLeo can make some changes in the upcoming New Year And Clean Up The Department by taking out the trash.

Tallahassee’s new police chief is promising an open door to anyone who wants to suggest ways to make the police department better

Michael DeLeo will hit the four week mark as chief on Monday.

We sat down with him today for a one on one interview.

Tallahassee Police Chief Michael DeLeo has been on more than a half dozen ride alongs already trying to find out what officers face on any given night in the capital city and what they need.

“I got feedback and information from the officers who are actually going out and doing their job everyday,” DeLeo said.

By not having grown up within the Tallahassee Police Department, I’m more receptive to change – I’m open to it,” DeLeo said. “Well this is how we’re doing it and we like to do it this way’ Okay well tell me how it’s better…why are we doing it this way? How is it better? because I’m not going ‘Well that’s how I’ve always done it.”

DeLeo, a 19 year veteran of the Plantation Police department, was sworn in December 30th.

He now leads a department that has come under fire in the past year for its use of force in the DUI arrest of Christina West, shots fired on an officer outside the city limits, and its handling of the sexual battery investigation of Jameis Winston.    

“Those were things that were done before. I was certainly aware of them, read newspaper articles about them, but I haven’t sat down and read the case files,” DeLeo said.

DeLeo says he cannot discuss the Christina West case because litigation is pending. “As far as reading of the actual documents of the other cases, that”s going to be as time goes on. I met with Mr. Meggs. I’ve certainly listened to him and discussed and heard his concerns of what he feels would be better. I’ve heard from Sheriff Campbell and had similar discussions with him. I’ve been working with the community. You can only get so much from documents. The main thing is understanding and working with people.”

DeLeo says he is still gathering information about the department and the community.

“Most of the people I’ve met have been supportive of TPD and the good experiences they’ve had, but just like any other organization, we’re not perfect and there are always ways to get better. That’s my main focus,” he said.

DeLeo has met with the sheriff and state attorney and plans to meet with all of the city commissioners too.

He has not made any major changes yet but says his vision is to raise the bar from what officers can do to what officers should do

We should make our decisions and our actions should be taken based on our values, and we should be focused on what we should be doing, as opposed to what we can do,’ DeLeo said.

In times of crisis,” DeLeo said, “I’ll be out front and be responsible for answering questions and be accountable to the public.”

The chief’s family – his wife and two young sons – will join him in Tallahassee after the school year is up.

TALLAHASSEE, Fla. (WTXL) – Friday, WTXL ABC27 spoke for the first time in-depth with new Tallahassee Police Chief Michael DeLeo about his vision for the department moving forward.

DeLeo, a 19 year veteran of law enforcement, was sworn in nearly a month ago as Tallahassee’s newest police chief. He previously served as Deputy Chief for the Plantation, Florida Police Department.

“This has been a month of learning. Right now I’m listening and learning,” Chief DeLeo said.

In his short tenure, he’s already hit the ground running.

“Part of what I’ve been doing, five or six times, I’ve gone out with officers and gone out and ridden along with them and gone out on calls for service and had the opportunity to interact with the public that way too,” Chief DeLeo said.

Chief DeLeo says he’s spent the bulk of his time learning the various aspects of Tallahassee Police Department; in addition to listening to department employees and community members alike.

“There’s a lot of really good talent here, really caring and dedicated people,” Chief DeLeo said. The chief pointed out being impressed by the various departments including the Internet Crimes Against Children task force and Victim’s Advocate Unit.  He says they’re also looking to expand the youth sports programs.

During our one-on-one conversation, Chief DeLeo also addressed some of the bad. Chief DeLeo comes to Tallahassee Police Department not long after another round of scrutiny for officers. The latest coming just months ago after the release of a video showing the August 2013 arrest of a suspected drunk driver. Critics of the department saying officers went too far when arresting Christina West after she had crashed her van into a home in the Killearn neighborhood.

Her arrest made headlines across the country after her booking photo showed her badly bruised. She had several several broken bones in her face.

While a Leon County grand jury ruled there was not enough to file charges against the officers involved, four department employees were suspended for various amounts of time. Just weeks after the video’s release, former chief, Dennis Jones, announced his early retirement.

We asked Chief DeLeo about those concerns some residents may have.

First step is to be open,” Chief DeLeo said. “If you’re not willing to listen and not willing to talk about what the issues are and what the people’s concerns are then you’ve already lost. The main thing I’ve been trying to do when I get out is to listen to people.”

That, he says, is his top priority as he settles in. Evaluating where the department is and where to go next. He says while he may have years of experience elsewhere he’s not looking to transform the department into what it may not be.

“This is not a re-creation of my former agency,” Chief DeLeo said. “This is still the Tallahassee Police Department. This is still the Tallahassee community.”

Chief DeLeo also says he’s here for the long haul.

“This is a big, long-term commitment,” Chief DeLeo said. “This is not me looking for the next job. This isn’t a retirement job. This is relocating a family. Relocating to a community we’ll be involved in.”

Chief DeLeo says his wife of 20 years and their two young kids will move to the Tallahassee area at the end of the school year.

Don’t expect to see any major changes in the near future. While his to-do list may be growing, including filling job vacancies, including that of Deputy Chief, DeLeo says he is continuing to listen and evaluate the department before making any significant changes.
